Abdel Fattah al-Burhan, the head of the Sudanese army, has revealed his intention to form a new, technocratic wartime government. According to sources in the Sudanese army, Burhan plans to implement this plan when his forces complete the recapture of Khartoum. In recent weeks, the Sudanese army has gained the upper hand in its war against the rebel Rapid Support Forces (RSF) after a long time spent on the defensive. Despite the army’s victories, the RSF still controls much of western Sudan and is advancing in Darfur, prompting Burhan to rule out a ceasefire before Ramadan begins. Burhan also revealed plans to amend the interim constitution. According to military sources, these changes will eradicate the document’s references to partnership with civilians and the RSF, thereby empowering the army with the power to unilaterally appoint a technocratic prime minister.
