This violence comes despite a July 19 peace declaration and a June agreement between Congo and Rwanda, which is accused of backing the rebels. The M23, which has controlled significant territory since its resurgence in 2021, claims that government forces initiated the latest fighting. The renewed conflict threatens to worsen an already dire humanitarian crisis, with over 2 million people displaced this year alone in the resource-rich but volatile eastern region.
