Africa’s emerging refining sector may be at risk, warns Nigerian billionaire Aliko Dangote, as cheap Russian fuel floods the continent. Dangote, who made this revelation at an oil summit in Abuja, stated that Western sanctions on Russia have redirected discounted, often toxic petroleum products to Africa—products that would be banned in Western markets. Dangote also revealed that his $20 billion refinery, launched last year, still faces challenges in securing crude oil for its operations. He also criticized the Lomé offshore oil hub, calling it a threat to domestic production. Africa produces seven million barrels of crude oil daily, but only 40% is refined locally. Nonetheless, several countries are ramping up efforts to boost local refining capacity through new infrastructure. To protect this growing sector, Dangote urged governments to adopt stricter fuel standards, tariffs, and environmental safeguards.
