Congo Rebels Threaten to Quit Doha Talks

A rebel coalition that includes M23 has threatened to quit peace talks with Kinshasa under the Doha Framework Agreement if President Felix Tshisekedi’s government pushes ahead with a referendum to amend Congo’s constitution. The Front for the Refoundation of the Nation, a coalition led by former president Joseph Kabila, says changing the constitution could undermine the Doha peace framework agreed by the government and M23 in November 2025. Coalition leader Bertrand Bisimwa argued that the negotiations rely on the current constitutional order and could collapse if it is altered. The group urged the United Nations to warn Kinshasa about the risks to the peace process. Critics of the referendum fear the revision could let President Felix Tshisekedi seek a third term.
