Ethiopia’s National Dialogue Commission has begun plenary deliberations on key national issues, including transitional justice, raising hopes that a process delayed for over a year could regain momentum. Although transitional justice stems from reforms launched after the 2018 political transition and was formalized through the 2024 Transitional Justice Policy, its implementation stalled while authorities awaited the outcome of the National Dialogue. Analysts argue the two tracks should have run in parallel rather than sequentially. They recommend that the dialogue renew public support, acknowledge victims across political and ethnic divides, and expand parliamentary oversight alongside the Justice Ministry. The principal winners of the process would be victims and institutions seeking accountability. However, if delays are further prolonged, they would disadvantage affected communities awaiting justice. In the longer term, a stronger institutional partnership could improve Ethiopia’s prospects for reconciliation, democratic legitimacy, and lasting peace.
