Guinea-Bissau’s former president Umaro Sissoco Embalo says he plans to return from exile and contest the presidential election scheduled for December 6, adding another layer of uncertainty to the country’s democratic transition. The army had seized power in November, shortly after the presidential election was held and one day before provisional results were due, suspending the electoral process. However, the junta, led by General Horta N’Tam, has promised presidential and legislative elections to restore civilian rule. Analysts say Embalo is legally entitled to return and run, particularly since he never formally resigned. Meanwhile, N’Tam, who is also the transitional president, cannot contest the election under the transitional charter.
