Ghana Tightens Gold Exports

Ghana is tightening control over its gold industry by mandating that certain exporters refine gold dore locally before shipping it abroad. Starting September 1, the Ghana Gold Board banned Self-Financing Aggregators from exporting dore purchased under offtake arrangements unless it has been processed within the country. Dore is semi-refined gold that requires more processing to turn into bullion. The measure, issued under the 2025 Ghana Gold Board Act, is intended to retain more refining income, create jobs, and support industries such as jewelry manufacturing. The board warned that violations could trigger license suspension or other penalties. Industry figures have welcomed the policy’s potential, stating it could let Ghanaian firms retain margins long lost to foreign refiners. Nevertheless, some companies face challenges amending existing contracts on short notice.
