Guinea-Bissau Sets Vote on Expanding Presidential Powers

Guinea-Bissau’s military junta has scheduled a constitutional referendum for August 30 that could significantly expand presidential powers. The proposed amendments would replace the country’s parliamentary system with a presidential model, allowing the head of state to appoint the prime minister and Cabinet members and dissolve parliament. Voters will decide on the amendment before new elections, set for December 6, aimed at restoring civilian governance. Transitional leader General Horta N’Tam has reiterated that he will not contest the presidential election. Guinea-Bissau has experienced repeated political instability since gaining independence from Portugal in 1974, including five coups and several attempted takeovers. Supporters argue the reforms could reduce chronic coalition disputes, while critics fear they could further concentrate executive authority after years of democratic setbacks.
