Rwanda says it is prepared to roll back its “defensive measures” along the border with the Democratic Republic of Congo (DRC) if Kinshasa fulfills its commitments under a recent peace agreement aimed at easing regional tensions. Speaking at a diplomatic event, President Paul Kagame said Rwanda’s security posture is tied to concerns about armed groups operating in eastern Congo—particularly the FDLR militia, which Kigali views as a major threat. Kagame stressed that Rwanda’s actions are intended to protect its borders and could be scaled back if the DRC implements the obligations outlined in the Washington peace accords, a US-mediated deal signed in 2025 to reduce conflict in the volatile region. The agreement calls for steps including addressing armed groups and improving security cooperation.
