Libya’s Parliament Elects New Speaker

Libya’s House of Representatives has elected Al-Salheen Abdelnabi as its new speaker, replacing Aguila Saleh, who had held the position since August 2014. Parliament spokesman Abdullah Bliheg announced the election on October 6 after lawmakers approved amendments to the chamber’s internal bylaws. Under the revised rules, the House leadership will serve 12-month terms from the date of election, with no automatic extension. The amendments also bar outgoing leaders from obstructing the selection of successors or delaying parliamentary sessions called to conduct leadership elections. Saleh’s more than 12 years in office made him Libya’s longest-serving parliamentary speaker. His tenure saw the passage of electoral laws and repeated efforts to form new governments, amid persistent disputes over the constitutional basis for elections.
