
Rwanda has held preliminary discussions with some European Union countries about potentially hosting facilities for migrants transferred from Europe. Rwandan officials reportedly expressed openness to the idea, but no agreement has been reached. Germany, Austria, Greece, Denmark, and the Netherlands want to establish return hubs outside the EU for people without legal grounds to remain in the bloc. Rwanda is among the countries being considered. The arrangement could give European governments another mechanism for enforcing deportations while giving Kigali greater diplomatic leverage with European partners. It could also expand Rwanda’s role as an external migration-management partner, following its earlier agreements involving deportees from the United States. However, the proposal remains politically sensitive because rights groups have questioned the safeguards surrounding offshore migration processing.
