
Kenya and Rwanda have signed three agreements establishing a government-to-government framework for importing petroleum products, strengthening Rwanda’s fuel supply security and improving regional logistics. The deal includes a memorandum of understanding, a tripartite agreement, and a transport and storage agreement. Rwanda said the partnership will improve supply continuity, ease logistical bottlenecks, and make import flows more predictable, supporting its broader strategy to diversify import routes and bolster fuel security for economic and industrial growth. Landlocked Rwanda currently imports all its petroleum products via overland transport from the ports of Dar es Salaam in Tanzania and Mombasa in Kenya; the new arrangement seeks to shift a larger share of imports toward the Mombasa route using Kenyan storage and pipeline infrastructure. The first fuel shipment under the new framework is expected to arrive at the Port of Mombasa between September 4 and September 6.
