South Africa is proposing stricter rules governing foreign travel by former presidents after ex-President Jacob Zuma’s controversial visit to India reignited concerns over the country’s international reputation. Zuma met Ajay Gupta, one of the businessmen central to South Africa’s “state capture” scandal, prompting widespread criticism. Foreign Minister Ronald Lamola has recommended that former heads of state provide advance details of overseas trips, allowing authorities to assess potential diplomatic, political, security, and reputational risks before offering official support. The proposal also follows previous controversy over Zuma’s visit to Morocco, where he publicly backed Rabat’s claim to Western Sahara, contradicting South Africa’s official foreign policy. The policy would give Pretoria greater oversight over former presidents’ international engagements, helping it better protect its diplomatic interests. In contrast, it would curtail the freedom of former heads of state to conduct unofficial diplomacy.
