
Tshwane municipality, which includes the capital, Pretoria, has been placed under administration by the provincial government to fill a leadership vacuum that’s ensued after a protracted power struggle. No party holds a clear majority in Tshwane. The Democratic Alliance, which is the country’s official opposition party, wrested control of the municipality from the ruling African National Congress by entering into a loose alliance with the Economic Freedom Fighters after a 2016 local government vote, but their cooperation accord subsequently unraveled. The loss of Tshwane is yet another blow for the DA, which shed support in national elections and lost control of Johannesburg, the economic hub, to the ANC last year.
