A leading urban-planning expert has argued that South Africans should scrutinize municipal planning rather than focus only on visible service-delivery failures. When local elections approach, candidates promise to fix potholes, outages, and refuse collection. However, she says those outcomes flow from earlier town-planning decisions on where people live, work, and travel.  Residents are urged to demand their municipality’s spatial development framework, since only 51% of municipalities complied with their own framework, and to ask how many qualified planners are employed. The expert also recommends scrutinizing planning tribunals, backing upgrades of informal settlements rather than distant new housing, and linking transport with land use. The recommendations provide residents with practical tools for oversight, while increasing pressure on councilors and municipal officials to explain how development decisions are made.
