South Africa’s Revised Budget Strengthens Credit Outlook
Moody’s Ratings has described South Africa’s latest medium-term budget policy statement as positive for the country’s credit profile, citing fiscal consolidation, tighter monetary policy, and revised economic projections. The agency did not announce a rating action, meaning South Africa retains a Ba2 rating with a positive outlook. Moody’s projects government debt will fall to 84.9% of GDP by fiscal 2028 from roughly 86.8% in fiscal 2025, and believes debt has likely peaked. However, debt affordability remains a concern, with interest payments consuming 18.8% of general government revenue in fiscal 2025. The agency also welcomed proposed legislation establishing fiscal rules, although it warned that the absence of a binding numerical target could undermine credibility without consistent implementation.
