The conflict in Sudan has taken a new turn as the paramilitary Rapid Support Forces (RSF), led by Mohamed Hamdan Dagalo, declared the formation of a rival government. The “Government of Peace and Unity,” constituted two years into the civil war, will span all areas under the control of the RSF. The move challenges the army-led administration of General Abdel Fattah al-Burhan and effectively splits Sudan into two. The RSF has also outlined a transitional constitution, which proposes a 15-member presidential council that represents the country’s different regions. The war, considered the world’s worst humanitarian crisis, has led to the displacement of nearly 13 million people and widespread casualties. While several initiatives have sought to end it, including a recent donor conference hosted by the UK, a political solution remains elusive.
