A leaked UN report has revealed that Rwanda exercised command and control over M23 rebels during their recent advance across eastern Congo, with the goal of securing territorial and political gains rather than addressing security concerns. The report, soon to be published, accuses Rwanda of training M23 fighters, supplying high-tech weaponry, and deploying thousands of troops in violation of an arms embargo. Despite Rwanda’s denial, the findings suggest Kigali directed major rebel operations—such as the strategic withdrawal from key mining areas. Meanwhile, peace talks in Washington and Doha have led to a new agreement, but violence continues to displace thousands. The report also implicates Congo for backing militias like the FDLR, further complicating peace efforts in the volatile region.
