The United States has announced plans to phase out financial support for Namibia’s HIV programs, shifting the country toward greater domestic responsibility for its health response. Washington will provide Namibia with $45 million in aid in fiscal year 2027, its final year of financial support, after which it will become a technical partner. Namibia has received roughly $45 million annually through PEPFAR and more than $1.1 billion in US support since 2003. The transition follows Namibia’s rejection of proposed US provisions requiring access to health data and biological specimens, which officials said conflicted with national laws and sovereignty protections. Namibia retains control over sensitive health information while gaining a stronger incentive to finance its own programs. However, it also faces the challenge of replacing external funding.
