Zimbabwe has officially withdrawn from negotiations with the United States over a $350 million health funding agreement, with President Emmerson Mnangagwa personally intervening to halt the talks. The government took issue with provisions demanding long-term access to national health data, viewing them as a breach of sovereignty. Negotiators also bristled at attempts to link the health package to Zimbabwe’s critical mineral sector, a move that raised alarms about economic leverage. Beyond the deal’s terms, officials argued that signing a bilateral pact would contradict Zimbabwe’s commitment to multilateralism, especially given the US withdrawal from World Health Organization leadership. The rejection, however, carries risk. As Washington scales back USAID operations across Africa, Zimbabwe now faces potential disruptions to essential HIV treatment and nutrition programs previously supported by American assistance.
