Russia Agrees to Construct New Fuel Pipeline in Congo

Russia has reached a preliminary agreement to construct a fuel pipeline in the Republic of Congo that will connect the country’s western port of Pointe-Noire to its capital, Brazzaville. Russia will hold a 90% stake in the joint venture, contributing funds, equipment, and personnel for its execution. In return, Congo will provide tax relief and other incentives. According to the government decree that announced the agreement, the economic and technical details will be outlined in a concession agreement, which will come later. This pipeline forms part of Russia’s broader strategy to expand its influence in Africa, especially following strained relations with the West due to the Ukraine conflict. The strategy includes the strengthening of military ties across the continent, with Russia entering into a military partnership with São Tomé and Príncipe, and sending trainers to Niger and Burkina Faso.
