The Tanzania Technology Stack forms the foundation for the country’s 10-year Digital Economy Strategy Framework, launched on July 29, 2024, by President Samia Suluhu Hassan. This technology stack includes key platforms like Jamii Namba (digital ID), Jamii Malipo (digital payments), and Jamii Data Shirikishi (Jamii X-Change). These platforms work in tandem with four essential sublayers—consent, paperless, cashless, and presenceless—addressing challenges in service delivery such as high transaction costs and limited access to financial services.
The Information and Communication Technologies Commission (ICTC), Ministry of Information, and the Bank of Tanzania (BOT) play critical roles in overseeing digital transformation and regulating financial systems. The government’s efforts also focus on expanding digital access, increasing broadband penetration, and building digital skills, especially for underserved communities. Challenges like digital literacy gaps and ensuring system reliability remain key priorities.
The Jamii platforms have driven significant improvements in service delivery, financial inclusion, and transparency. Jamii Namba, launched in 2014, provides secure digital identification to over 25 million citizens, while Jamii Malipo facilitates digital payments. The development of Jamii X-Change aims to enable seamless data sharing across government services, enhancing efficiency.
Strategic public-private partnerships (PPPs) and agile regulatory frameworks have been crucial to the initiative’s success. The Tanzania Digital Economy Strategic Framework, 2024, outlines a coordinated approach to policy implementation. Through enhanced digital infrastructure and streamlined regulatory processes, Tanzania’s digital ecosystem is poised for greater economic integration and growth, contributing to the broader African digital economy.
