The visit could result in agreements covering energy, mining, agriculture, infrastructure, and technology. It comes as Tanzania’s ties with Western nations have grown strained following the disputed October 2025 elections and the subsequent unrest that left hundreds dead. Russia, by contrast, was among the first countries to congratulate Hassan on her victory. But while critics view Hassan’s Moscow visit through that lens, some argue that it reflects Tanzania’s broader strategy of diversifying international partnerships rather than abandoning Western allies.
