Will Namibia’s Livestock Barrier Finally Be Removed?

Namibia’s “Red Line,” a livestock disease control barrier established during colonial rule, continues to spark debate. The measure, intended to control foot-and-mouth disease, bisects the country, limiting market access for those north of the line. While activist-turned-politician Job Amupanda’s legal challenge to remove the veterinary cordon fence (VCF) was unsuccessful, the Namibian parliament has now moved to amend the regulations. Natangwe Ithete, the deputy prime minister, has also emphasized the need to lift the barrier, citing examples from India and Germany. Those who support the fence do so because they fear that a proliferation of foot-and-mouth disease will make the country’s agricultural sector less competitive. Ithete pointed to India and Germany, which also struggle with the disease, yet continue to export beef. However, he advocated using controlled measures to keep the disease in check.
