Sudan’s Burhan Reshuffles Military Leadership as Conflict Enters Third Year

Sudan’s army chief General Abdel Fattah al-Burhan has tightened his grip on power through a major military reshuffle, appointing new senior officers while retiring long-serving commanders. The move comes as government forces battle the paramilitary Rapid Support Forces (RSF) in a devastating civil war that has created the world’s worst humanitarian crisis. Burhan also issued a decree placing all allied armed groups—from former Darfur rebels to tribal militias—under his direct control. Analysts say the move is aimed at preventing rival power centers, a mistake that once allowed the RSF to grow into a parallel force. The leadership changes follow recent talks with US officials about a potential transition to civilian rule, even as fighting intensifies in Darfur.
