The Trump administration has proposed raising the refugee admission cap for white South Africans (Afrikaners) to 17,500 for fiscal year 2026, according to an emergency determination sent to Congress. The proposal represents an aggressive policy pivot, following an executive order that slashed the global annual refugee intake ceiling from 125,000 to 7,500 while excluding other vulnerable international populations. The White House justified the expansion by citing alleged escalating hostility towards Afrikaners, in addition to “government-sponsored race-based discrimination.” South African President Cyril Ramaphosa has directly disputed the claims. The proposal has intensified diplomatic tensions between Washington and Pretoria, with the emergency determination also referencing an incident in which the South African government questioned US personnel deployed in the country.
